Long Beach Emergency Repower Project

The Long Beach Generating Station, located on inner Long Beach Harbor, has been producing energy for Southern California industries and homes for nearly 100 years.

Dormant since 2004, the Generating Station now is slated to be refurbished and repowered by its current owner, NRG Energy, Inc., to deliver 260 MW to the region’s power grid in time for peak energy demand this summer.


Last August, Southern California Edison (SCE) issued a New Generation Request for Offer soliciting up to 1,500 MW of power purchase agreements lasting up to 10 years. Initially, SCE requested fast-track projects that could come on line prior to August 2010, and standard track projects that might require more time, but that could still be available before August 2013.

Then, with high temperatures pushing record energy demand across the Southern California grid, and concerned about the potential for blackouts in the summer of 2007, the California Public Utilities Commission (CPUC) directed SCE to expand its request for new generation to target facilities that could be brought on line by August 2007. In response, the utility added a third, Summer 2007, track to its solicitation.

On November 15, 2006, SCE fi led an application with the CPUC, seeking approval of a power purchase agreement with Long Beach Generation LLC for 260 MW. The agreement was approved by the CPUC in January 2007 with the recognition that the Long Beach project was a necessary component of a reliable grid, both this summer and for years to come.

  • The facility is being refurbished and is expected to be on-line by August 2007, providing immediate, critical support to Southern California grid reliability, especially during times of peak demand.

  • Provides 260 MW of reliable power for a period of 10 years or enough power to supply electricity to more than 200,000 homes.

  • Facility is located within the Los Angeles “load pocket” where power is needed most.

  • Independent evaluator summarized project benefi ts as: “… competitively priced insurance policy to be added to the SP-15 physical supply.”

  • The permit process was expedited thanks to project’s low environmental impact.


The Long Beach repowering project involves a comprehensive overhaul and conversion of four of the generating station’s seven existing natural gas-fired combustion turbines to simple-cycle, aircooled units.

The refurbishment of the Long Beach Generating Station includes installation of best available control technology emissions equipment. All work on the repowering project is being performed by union labor.

Exclusive use of clean-burning natural gas and installation of best available emissions controls will ensure emission levels stay below the stringent requirements of the South Coast Air Quality Management District.

The plant’s existing once-through cooling intake system is being decommissioned as part of this Project, which will eliminate the potential for intake of fi sh and shellfi sh in Long Beach Harbor.

The Port of Long Beach and the South Coast Air Quality Management District have conducted thorough assessments of the Project pursuant to the Clean Air Act and the California Environmental Quality Act.
